People Need Democracy or Justice or Both?

In the Name of Democracy Justice been slaughtered in many occasions all over the world today specially by the Super Powers .If we properly define both words it is same without much of difference. The woed Democracy is is the key to open others freedom and chase them like wild dogs from their own homes. The word Justice is the key to grab what ever they need from the poor. So do we need any of the words?
